Could be oil getting into the water at the source, pipes not sealed correctly, construction messed with the line, or the lines are outdated. Pandering to the far left in the democratic debates and then trying to pull back in the general election is going to do wonders for them. Their strategy should be going after the voters in the middle of the spectrum that voted for Trump.
