Shooting at actual locations can be troubling particularly at this time of year. I mean if they were to have shot in Roman locations itself (like the Colosseum), it's extremely hot right now, a lot of tourists go at this time of year to such places, it'd get very busy and messy, and then like you said there's also permission they need to get (idk if they have to pay fees for that either?) so it's easier for them to just go to a studio area rather than Rome itself.
