Shooting at actual locations can be troubling particularly at this time of year. I mean if they were to have shot in Roman locations itself (like the Colosseum), it's extremely hot right now, a lot of tourists go at this time of year to such places, it'd get very busy and messy, and then like you said there's also permission they need to get (idk if they have to pay fees for that either?) so it's easier for them to just go to a studio area rather than Rome itself.

People weren't suggesting she fly all the way to Rome. From the sounds of it, she wasn't in a major city. Taking a charter plane to a larger city like Rio and then taking a commercial flight out was definitely a possibility for her. 

C'mon people, the reason for the delayed flight could have been weather (it's winter in Brasil, could be rainig/happening a storm or something like that there), in that case, not even a private plane would have helped.
