Japan basically called out the WHO as the Chinese Health Organization. Look up the interview with the WHO Official when he's asked about Taiwan.

Limited info with the WHO lying lead to countries downplaying this until it was too late. Still should've taken precautions though. China is still spitting out disinformation.

I think they're hiding it to not cause fear and panic which leads to total breakdown. It's hard to react when there's very limited information as more people get tested the better to plan. It doesn't help when people don't listen either especially with dense populated areas.
