I don't see how they can hold the tournament besides the shitty format. Instead of people coming from all over to one country, they'll be going all over Europe. Countries could very well close their borders before the tournament starts, good luck traveling to different countries. Will they subject each ticket holder to tests before they're allowed into different countries? Quote

I saw some people were asking if the Olympics might be moved, but I don't think that's possible. As for Euro 2020, of course this is happening the year they have the tournament in multiple countries.
