It looks like two padded half clamshells covering her chest with scalloped edges across the top and on either side of her crotch. That lace, (which looks rather stiff and quite uncomfortable) cannot be overly friendly to such a sensitive area of her body, not to mention the over the top prop/hat is just ridiculous.
