Cool! I kinda think he is, yes. Though I'm not a huge fan of the English-speaking work he has done so far. He's fine in Flemish and French, but there is a noticeable barrier to his performances when he has to speak English.

Refusing a picture or autograph is no big deal. Imagine having people approach you for those at all times of the day, every day. I wouldn't feel like it some days either. As long as the celeb isn't mean about it, it's perfectly fine by me. Some celebrities do make it a point to never refuse a fan. e.g. Mohammad Ali supposedly never refused the request for a picture or an autograph. Jack Nicholson supposedly also is a surprisingly approachable guy (for those courageous enough to come up to him).
