Probably both? She's young and it's a big deal, there's nothing wrong with either of them.

Her manager and his team is only as inept as she allows them to be. When you first start out as a model you follow what your manager says, but she's been around for long enough that she can pick and choose. Her name is big enough that if she chooses they'll make a lot of money, but she doesn't seem be choosing to do much of anything.

Regardless if there's verification at this point based on what her interests and the groups she's a part of/heads she should be upset about it. Chances are she's known about it for years and didn't give two shits before, but now it'll be that graceful out she may or may not need. However, I'm wondering if her lack of interest with the brand lately has been less to do with actual lack of interest or just the fact that her working relationship with a few of the models isn't as strong as we all hoped it would be. I mean if that video for that promotional event after the show was any indicator of how her and the other girls interact I wouldn't want to work there either, regardless of the paycheck. There's only so much snubbing a person can take before enough is enough.

Perhaps she's reevaluating her stance on VS because her contract is coming up? So this will give her the ethical points to leave with her head held high because the brand doesn't want to resign her? It's not like her Kora line is really all that organic... I'm sure if she really wanted to she could turn a blind eye to this too. As for VS and their bras, it's incredibly hard to find one that fits a larger bust. They have a tendency to fit small. I normally wear a 36D and there I'm bulging out of the bras and they just look horrible with a few rare exceptions. They have a tendency to fall apart and under wires rip through the fabric. I've had cheap bras from Walmart last longer and fit better. And before anyone says maybe I'm wearing the wrong size I've been fitted 4 times at different stores all with the same results. It's only Victoria's Secret that has any issues. Perhaps it's because they put more padding then god in their bras.

Or rather then limiting it to girls who have done a commercial or walked for them simply put a minimum requirement of pictures. For instance with Josie and Petra most people would be hard pressed to come up with say 10 different pictures that they did for the brand, regardless of what category it's for. 10 different pictures that showcase the different attributes, can be a combination of print, catalog, runway or events. If you use Jennka's limits from above you're severely restricting the models, due to the fact that a number of truly great girls have never been in a commercial for VS. I personally enjoyed Nicole Trunfio when she worked with the company, but she never did the fashion show, or a commercial. just a thought. The in motion is a great idea in theory, but it seriously limits who can actually partake in the competition, and if you're going to be doing this as a Victoria's Secret competition then shouldn't the pictures/videos only be usable if they're actually for or from VS related events/prints?

Well hot holy damn I'm Wiccan and I had a few family members in the Boston area and I seriously found that outfit that Behati was sporting incredibly offensive. I know millions of my people didn't die, but it was a pretty big atrocity for it's time. Shouldn't VS pull that outfit too?

For that 1 Native who gets up in arms over this outfit, there's 60 white people who are breaking out the banners and saying it's culturally insensitive. They aren't getting offended because of their culture, white people are getting offended on behalf of their culture because of residual guilt. Move on, get over it.

It's not the first time VS (or any fashion brand for that matter) has used attributes from one culture for one of their outfits with hardly any criticism, so why is this one any different?

The point is everyone needs to stop being so sensitive. It's not like Victoria's Secret is going out of it's way to insult any of the cultural groups around the world. They're trying to cobble together a show/fashion line that is "diverse" and sexy and everyone takes things way out of proportion. There's such a thing as making to big of a deal over something rather small. It's kinda like taking a full leg cast to cover a tiny scratch. Her wearing, or not wearing a headdress on the runway wasn't going to hurt anyone, but because someone feels it's attacking their cultural heritage we all have to tiptoe around the issue.

Or maybe we should just stop doing Ninja's for Halloween because that's culturally insensitive. And Greek week at the universities and colleges across the nation. Toga's are so offensive in reference to the Greeks and the Romans, (I mean the senate wore them!). Next it'll be ghosts and skeletons because that's offensive to my ancestors who are dead. The Peta one is really good, because god knows how many animals are stuck in the circus doing things they don't want to be doing. Not sure I follow you, but sure whatever. I am so tired of culturally sensitive, liberal hippy bullshit that is taking over mainstream media and society. People get offended over the smallest thing these days, stuff that 10 years ago we would have turned the other cheek to, but that of course was ignorance on our part. No it's called not being an emo little bitch about everything and taking it for what it is, a damn costume in a fashion show. Last I checked the long headdresses were worn by males, and there were no animal prints that the Native Americans wore, but hey, let's all shove a tree up our asses and bitch and whine. I'm half Native and I personally didn't find the outfit offensive in the slightest. It was a cute take on a longstanding American tradition, (thanksgiving for everyone who's a little slow) where the pilgrims and the Natives came together). You don't see a bunch of Americans crying over the fact that Lily let the stripes of her flag hit the ground even though you could see she was trying her damnedest not to let it do so. But you don't hear anyone crying fowl over that. You don't see the Wiccans/Celtics/Pagans getting up in arms over the little witch outfit Behati wore. Or how about the Irish getting upset over the little "luck of the Irish" outfit Hilary wore. Or how about the Jews getting upset over Barbara's Santa outfit. Or jumping over to pink and Sharam's little cowboy outfit. Half my family is probably rolling over in their grave, but you don't see me pulling out the burning torch and starting a "witch hunt". The point is everyone needs to stop crying over every small slight they can possibly find and just grow up and move on. Point in case the geisha outfit that VS removed because a blogger got offended, and now this. Perhaps people need to stop over dramatizing their own culture and stop looking at everything as an actual personal attack.
