She's probably never shaved them so she never stimulated the hairs to grow thicker. When a model becomes famous like Irina, more people know about her and are interested in her. She does more interviews, and more people see her personality. So it makes sense to put her on a list like that. Even top beauties like Adriana Lima don't make that list. I guess it's because the modelling world is different from the celebrity world. It's true that she did become way more famous after dating Ronaldo. But the hype about her beauty is well-deserved.
