there is, for sure - and I think it´s about contrast too. People are captured by contrast actually...and it comes very handy in drawing too...bright/dark, when something shines, it catches your eye, SO it´s logical to perceive light blue/green eyes more...especially on dark skin, or combinated with dark hair
