No, designers choose who they want to dress but every guest on the guest list is approved by Anna Wintour and Vogue. So if for some reason, Anna Wintour hadn’t approved of Doutzen, Brock Collection would have had to pick another person. I doubt Doutzen got a personal invite. She was invited by the label just like Balmain invited her last year.

That’s not how the Met Gala works. Designers choose which celebrities they want to dress. Versace chose Kylie Jenner et al. Chanel chose Lily-Rose Depp, Cara Delevingne et al. Doutzen was invited by Brock Collection so she had to wear one of their designs.
