(This appears to be the same photoshoot from her November 1977 Seventeen magazine cover). @Jim T I've noticed the international teen magazines had some crossovers like Dolly (Italy), Dolly (Australia), Seventeen US, Sassy (US), 19, just seventeen....etc. etc. They seemed to work closely with the same models & photographers. I'm not sure how all that worked, I've just noticed things like what you just pointed out. 🤔 Maybe a larger company owned many of the smaller magazine companies.
