It looks like they used the filter gallery to add a painted brush effect and then applied a halftone pattern over the picture. But I can't be sure because the image is pretty small. Assuming that is correct, select filter on the top toolbar and then select Artistic > Palette Knife There are two different ways to add the halftone pattern screen effect. I'll try the more straight forward way. Duplicate the layer that you just filtered. Set the foreground color to white and the background color to black. Or vice-versa. Then go to filter> sketch >halftone pattern. Select dots and make them whatever size you want. Then change the opacity of the layer to something around 50%. That should do it but I don't have Photoshop on this computer. Hope that helps and works. Thank you very much
