If they had all 3 of those girls (Hadid's and Kendall), it would completely detract from the show and they'd take away too much spotlight from the Angels, which VS really wants to focus on considering there's so many of them. Gigi was a pretty popular name last year but that doesn't automatically give her the free pass to walk in the show.
