Very similar but unfortunately it's not Veronica. Many things match: front hairline, eyes but the cover model is different in the facial contours.

I believe the December 1974 cover model is a celebrity, you can see writing in the bottom left and L'Officiel would usually do that for celebrities. However, the quality is too low to see.

Actress Isabel Grandin (no bio, no photos except this one...). I don't think she's a celebrity, but she looks just like her.
