Considering this is an American Forum, owned by an American, with servers in America and that the rules have been posted since the inception of the forum I'm not sure why this is surprising. Just because you don't like something doesn't mean you get to blatantly ignore it. If it's that big of an issue you can take your french conversation to PM. It's hard I know.
