From what I've figured out, hi-res IG photos are hosted on Facebook's servers (FB owns IG). Why? I have no idea. Maybe they are originally posted on FB and then from there reposted on IG (I don't use FB so I don't know)? So sometimes photo on IG is a regular sized and sometimes it's in higher-res.
