At first I thought it was Halloween H20 <_< I went back to that part again and realised it was Dark Water I'm stuck on: those stairs, that guy in the window, the mountains, the orange near that mental guy, and that freaky looking fish in the bottom left hand corner :| that monster in the pond looks really familiar but I just can't put my finger on it. The orange is Hitchcock's Clockwork Orange. I don't know about the rest. The stairs I totally don't get, nor the moutnains.
