That's because you are on a mobile device iOS? which doesn't allow you to download other files than images or pdf.
I figured it out tho...
Set your scanner app to only show the url/text instead of opening it, then open the link on a DESKTOP PC.
46 QRs for 46 zip files and 1 pw-qr, which is hidden within each QR, you just have to look closely (zoom).
You don't even have to scan all 64... when you scan the first two codes, you can see a pattern
at the end of each url like 7661783 ; 7661782 ; 7661781 ... etc.
so you basically just have to change the url by one digit until you have all 64.
