But "Here are 30 pictures for 30$ of 6 models with 5 pictures each 4 models you won't like." yeah nah dude. 🙄

(though he'd be burning bridges and likely face some professional issues) But if he holds copyright, he can publish whatever he wants. Though given that he apparently needs to ask her, contractually he can't publish without her consent.
