That can be very difficult to find I was willing to help... for some reason though it is from 'models cover' issue, so I looked by the list of Vogue US cover models. November 2000, Maggie Rizer, Carmen Kaas, Frankie Rayder and Angela Lindvall posed on the cover but there is a difference in Angela's hair length between the cover and the picture you posted:
