Welcome, goldenprascho. Yes, Fiasco was founded by London-based photographer Vince Nord in May 2010....6 months ago. It is a magazine based on editorials about fashion, art, photography and the home. Not so sure why it is expensive, but I would guess that it is because of the high quality of the photography, the booking of high profile models and photographers for its editorials.
