There was discussion about that in The Official Victoria's Secret Thread. It's reckoned that the people who choose Angels and those who choose FS girls are separate.

My oldest VS pics of her date back to 2010, so she definitely is not a "new" girl unless they mean in Angel terms. So... I kind of get the impression that Angel is what they're referring to. Who knows though, really. Then again, VS is kind of run by morons, so maybe they just can't keep track of the info on their girls.

I like Martha, but not enough to want her as an Angel. I personally would rather see in her in Pink. Sara has done well with Pink, but that'd be a shame if they made her that permanently; some of her mainline shoots have totally rocked. Elsa would make an awesome Angel. <3
