I've been looking for his name for some time, I have confused him for Ryan Locke and Jason Fedele quite often because they were contemporaries, but I do not yet know his name. I'm sure he is known considering how long he worked. here he is below at Betsey Johnson f/w 1999 and Marina Spadafora f/w 1997
