Hard to tell, for me she's sad and it looks like she left Berlin directly after the show. Apparently, Luisa was good enough to be part of the official highlights-video (0:41). Sheila, it looks like Luisa simply vanished right after the Minx show. Maybe she got some job, or is heading to Paris for the Haute Couture starting 20th Jan? Remember, MM was talking about "Europe" for January.

Siri, if these girls are from GNTM cycle 9, it's most likely not an OE-thing, because in this case you would see girls from other cycles. OE takes over after the finale and doesn't manage during the show. I'm quite sure MM manages Luisa here.
