Absolutely. The cover must be hers. Period.
The only problem is the SISE's current editor-in-chief has yet to ever give an individual model the cover twice. Someone should write her a letter to convince her to do it for Marisa, since it's their best business decision.
Sure i would love if she got the cover again next yr...i think in terms of popularity atm your right Marisa is the only really well known girl of SI. I would say Tori Praver is becoming more well known but its not the same^ I don't really think Tori will ever be big for SI - she's pretty, but so flat-chested I wonder why SI even uses her. They're best bets are probably Bar Refaeli and Brooklyn Decker. The most publicity either has gotten came from who they're dating, but it's more than other SI models have gotten and they both have that super-curvy physique men want to see. Maybe Marisa should try and endorse one.

Wow! I have to disagree, of course, about Tori. It isn't all about boobs, you know. IMHO, there is so much more to modeling than being a Pin-Up Girl. No doubt, Marisa makes a very good pinup girl. I know sooooooo many guys who think Tori is definitely tops and it has nothing to do with boobs..She has that "something" that so many guys AND girls like to see. To say she is flatchested is actually insulting to so many gorgeous, gorgeous models..... :evil: It's also an insult to other women who don't have all those boobs...
It also has nothing to do with if you are dating someone or not, like Bar. It's about the whole package and a real appreciation of beautiful women. They come in all sizes and shapes. 
That's just my opinion and you are surely welcome to yours.
