Virtual Dub will do that for you, as well as encode it to DivX or a bunch of other things.

There are tons of video splitters out there, most are crap, but I found one that works somewhat well, Easy Video Splitter, it's very easy to use, with minimal options. It's not able to cut videos very accurately, so wherever you check for start and end points, chances are they will be a few seconds off. Work with it and you'll be able to predict where to cut.

VirtualDub is much better but harder to use if you have never used anything like it before. Someone else might have some better ones for you to work with.

This is all assuming, you mean to cut the video into smaller, still watchable pieces, like cutting a single girls part out of an entire runway show or something similar.

All I have to add is try Nandub too.

It is based on Virtualdub with a few extra features.

A new Virtualdub came out TODAY so Nandub will be updated (hopefully) soon too.
