From Russia’s perspective, sharing advanced secret technologies especially something as critical as nuclear or missile tech carries risks. Alliances can change, and there’s always the possibility that Iran could later turn against them (if you look at the map it wouldn't take long for Iran missiles to hit Russian soil). So strategically, Russia might be cautious about handing over its most sensitive tech. -
