If it's "effects heavy", with plenty of CGI than it can't be a small budget movie.

It costs a lot and so it must make a lot. ==>Lot's of advertising, talk show appearances.

Sure it can, CGI is cheap. It's the reason Babylon 5 was able to run on a budget half the size of its contemporary, Star Trek: Deep Space Nine.

There is a huge quality and cost difference between TV and cinema.
