The 28-year-old, who moved from Ospreys to Top 14 outfit Bayonne this week, was involved in an altercation in Cardiff City centre at 3am local time. "The player has been suspended due to a clear breach of the standards which we expect to be maintained by someone involved in one of our national squads," said WRU CEO Roger Lewis. "Discipline and acceptable behaviour are issues which run to the core values of the Welsh Rugby Union and we cannot tolerate any compromise of those standards. "Mike Phillips is an exceptional player, but there is irrefutable evidence of a prima facie nature that he was engaged in behaviour which falls below the standards we set. "It is vitally important that we send out a clear and unambiguous message to one and all concerning our views on matters of this sort." Hernandez's French club Racing Metro prefer him to continue his recovery with them rather than join the Pumas squad at a two-week physical training camp in Florida next month. "Later on we'll evaluate along with the medical staff how his recuperation is progressing to see if he is fit to be called up," coach Santiago Phelan said. Phelan, whose team have just drawn a disappointing series 1-1 with the French Barbarians, hopes Hernandez will be fit to join the squad for the run-in to the tournament in New Zealand starting on September 9. The Pumas have another warm-up against a South America XV on August 6 and a Test match against Wales in Cardiff on August 20 by which time Phelan will have whittled his squad down to 30 for the tournament. The squad, now captained by Felipe Contepomi, contains six first choice forwards including the full front row from the team that retired scrum-half Agustin Pichot led to third place at the last World Cup in France.
