There are many reasons for breast sizes to fluctuate. Weight being one of the most common reasons and hormonal birth pills another. I personally have two friends who's cup sizes fluctuate between one size and another so they just buy bras in both sizes. It all depends on how fatty the breasts are or so I am told.
