Somebody staring at you silently and with a dangerous look is very rude (and creepy); I agree with you on this, but that's not the point. In most cases (normal people), looking someone in the eyes is very polite; it's the opposite that can be rude (somebody talking and looking elsewhere can be very weird). And you can say a lot of things in a glance. Also, they say in the article that " Other elements of the policy include not asking for colleagues’ phone numbers": this is absolutely crazy. In France, 1/3 of the couples have met at work! If they forbid the interaction between male and female at work, they just turn us into working robots.
