To enable country flags for your user account simply go to profile then in the "location" textbox put in the name of your country (e.g. "USA", "Turkey", "France", etc). Your countries flag will then be shown on your posts.

Yes in fact you already can. Go into Admin CP then to user management then look up the name of the user. then change it form there.
