Bolinhos de bacalhau (name in Northern Portugal and Brazil) or pastéis de bacalhau (name in Southern Portugal, particularly in the Lisbon area) (literally "codfish cakes" or "codfish pasties") are a typical dish made up of potatoes, bacalhau (codfish), eggs, parsley, and some other minor ingredients. and yes they are very cute dogs...but even if they weren't eating dog's is just wrong...Yes, I may be a hypocrite for saying that because I do eat meat and poultry but eating a dog that potentially is raised as a pet...is wrong.

Actually both, but prefer it cooked since there is more versatility if the fish is cooked.
